Established in conjunction with REX 84 (Readiness Exercise 1984), ADEX, its acronymic equivalency recognized as the Aministrative InDEX, is a comprehensive itemized registry operating as a legislative extension of the Custodial Detention Index or CDI - a formative measure established by J. Edgar Hoover (John Edgar Hoover), the first acknowledged Director of the Federal Bureau of Investigation, between the years of 1939 and 1941 under the Alien Enemy Control designation. The ADEX List exists as an amalgamated construct integrating the Agitator, Reserve (Until 1960, the Reserve Listing was known as the Communist Index), and Security Indices. The Federal Government’s fusion of the aforementioned listings providing the impetus necessary to facilitate the creation of a system of identity verification, thereby allowing for subjective classification of individuals deemed potential threats to the preservation of national security. Initially the ADEX dossier separated such persons into four distinctive categorizations based solely on the recommendation of law enforcement officials and investigative agencies, with those occupying the lowest numerical designation deemed to be of least concern to the political establishment’s continuity of governance. In the present, public dissidents, revolutionist assemblies, militias, constitutionalists, subversive intermediaries, etcetera, would all be relegated to Category IV status. Though the issue of its existence in the modern era is routinely dismissed by numerous elements of the journalistic community (The ADEX List was purportedly discontinued in 1978), pre-established parameters relevant to the initial program’s inception have allowed for a furtherance of government subsidized surveillance campaigns.
In keeping with the last stanza in the above paragraph, recent incarnations of a federally coordinated identification registry bearing resemblance to the aforementioned ADEX Listing were formulated. The modernized version of the prior stated directory recognized as a more definitive system of classification with respect to the Federal Government’s assignation of potential threats to the political establishment. Incorporating themes similar to those constructed during the height of Nazi Germany’s infamous extermination encampments, the present day incarnation of the ADEX compendium organizes the civilian population into three distinctive assemblies in accordance with the guidelines specified in the Department of Homeland Security’s threat assessment protocol. The three aforementioned assemblages grouped in accordance with predesignated color variances, specifically the incorporation of red, blue, and yellow motifs. What follows below is the written interpretation of the prior stated classifications:

Red Listing Directory – Individuals applicable to this particular designation will be summarily exterminated by the political establishment as they are acknowledged dissidents occupying positions of authority within the prevailing socioeconomic exemplar. Persons ascribed to this particular classification are those deemed as outspoken oppositionists possessing significant following who dispute the role of government in the lives of day-to-day citizens. Constitutionalists, known members of the militia movement, various religious leaders, returning military veterans advocating armistice, intellectuals or academic scholars questioning the legality of interventionist policy, persons espousing the mantra of isolationism, etc. will be segregated from a wide variance of population centers across the continental United States as well as its outlying principalities two weeks prior to the imposition of martial rule. Mirroring strategies employed during the height of Nazi Germany’s political affluence, these individuals will be forcibly extricated from their homes under cover of darkness to be transported to various FEMA (Federal Emergency Management Agency) coordinated detention facilities and subsequently processed for termination.

Blue Listing/ Directory – Persons ascribed to this category are also acknowledged dissidents, though not possessing a significant degree of influence in the prevailing sociopolitical construct as that of their counterparts in the Red color coded distinction. These individuals will also be forcibly extricated from their place of residency following the declaration of martial rule, and placed in various re-education facilities throughout the periphery of the continental United States. Citizens exemplifying a significant degree of physical acumen will be separated from their constituents within these compounds and used as slave labor, ensuring the preservation of the dominant social order’s level of supremacy.

Yellow Listing/ Directory – Citizens ascribed to this particular class are those deemed by the state to pose little to no threat to the impetus toward world governance. These persons oftentimes evince a certain level of compliance with Federal mandate, some also recognized as willing participants loyal to the cause of global destabilization.

What follows is the written transcription of communications between a former Inspector for the Joint Chiefs of Staff, an individual known to many under the assumed likeness of “Mr. Sea” (Later identified as Al Cuppett, his full name recognized as Alexander B. Cuppett, a Bronze Star and Purple Heart Medal recipient during the height of the Vietnam War, 21-year U.S. Army veteran with a number of military service accommodations, and contributing member of the Joint Chiefs of Staff), and an as yet unidentified investigative journalist, regarding the nature of these facilities as well as their intended purpose with reference to the Blue and Red color coded designations:

“The RED List is for pick-up and execution before unobtrusive preparations for martial law are initiated. The BLUE List is also for execution, but later, within 6 weeks of martial law declaration. When you get picked up on a RED pick-up, they’ll take you from your home at night, probably around 4 am and put you in a black van, then drive you to a helicopter waiting to fly you to an intermediate point. There, you’ll be loaded onto a big 64-passenger CH-47 Chinook helicopter and fly you to one of 38 cities where you’ll board a 747, 737, or 727. You may be taken straight to a red camp and executed. At some point, martial law will be declared. Martial law is when the writ of Habeas Corpus to have a trial by jury is suspended. Instead, of going to the judge, you go straight to jail. At this point, the BLUE listed people will be picked up. At that time, the country will be regionalized into ten regions, which are already designated by FEMA. The black choppers have state-of-the-art radio frequency (RF) wideband jammers, and can jam cell phones and CBs while they're executing black operations missions. This means that your cell phone could be jammed just before and/or during any action against you. In June of 1996, an FBI agent got hold of the Region Three BLUE List (from a CIA agent), and found his own name on it, and those of several others he knew in Virginia. The Regional BLUE List stated that the names on the BLUE List would be picked up ‘within six weeks of the actual martial law declaration.’ It will work if the 300,000 Soviet troops which are ALREADY HERE can get the guns.”

The presence of foreign military regiments on American soil was openly admitted by Edward F. Bruner, a Specialist in National Defense employed by the Foreign Affairs and National Defense Division (those doubting the existence of this bureaucratic assembly are invited to peruse one of the Library of Congress’s data repositories, where 396 documents appearing in 664 separate written publications can be obtained). Summary: This report discusses to what extent and why military personnel and forces from foreign nations are sometimes stationed in the United States. Upon discovering specific instances of foreign troop presence, some members of the public have expressed concern. In general, however, the presence of such foreign representation on U.S. soil is neither a new nor unusual phenomenon. This report will be updated when significant, new information becomes available.

Background: The great bulk of foreign military personnel in the United States are individuals assigned here for specialized training or to fill exchange faculty and staff positions. They can be found on almost all major training installations of all Services throughout the United States. Their duration of presence in the United States could range from a few weeks to several years. On occasion, foreign military units participate for a few weeks in combined military exercises on U.S. land or water training ranges (one of the more widely noted being a small Russian unit that trained with U.S. forces at Fort Riley, Kansas in October 1995). A single, comprehensive listing of where and why all foreign personnel and units are here would be quite extensive and is not known to exist.
The largest number of foreign personnel come here under the International Military Education and Training Program (IMET) sponsored by the State Department and executed by the Department of Defense. For FY1998, DoD estimated that some 8,840 foreign military personnel from some 116 nations would be hosted throughout the United States under IMET. An example of a U.S. site that hosts many foreign students is Fort Benning near Columbus, Georgia. The U.S. Army Infantry School there annually trains a total of 750 to 800 foreign students from up to 109 different nations. On the same post, the School of the Americas has trained, on an annual basis, approximately 700 additional students from 16 Latin American nations (see CRS Report 97-726, U.S. Army School of the Americas: Background and Congressional Concerns, by Richard F. Grimmett and Mark P. Sullivan, updated March 17, 1998, 9 p.).
An example of a nation that stations and trains many military personnel in the United States is Germany. Typically, Germany has some 2,500 people at 54 locations throughout the United States and Canada. It maintains a German Armed Forces Command U.S.A. and Canada Headquarters in Reston, Virginia. In 1996, the German Air Force Tactical Training Center for fighter pilots was established at Holloman Air Force Base near Alamogordo, New Mexico (see CRS Report 96-462, German Military Presence in the United States: The Case of Holloman Air Force Base, by Karen Donfried, May 22, 1996, 6 p.). The German Air Force Command for US/ Canada is headquartered and major surface-to-air missile training is conducted by the German Air Force Air Defense School at Fort Bliss near El Paso, Texas.

Reasons: The Government of the United States invites foreign military personnel and units to train in the United States for several reasons. In some cases, there appears to be mutual benefit in providing unique U.S. facilities to allies and friends; for example, most small nations cannot support all the specialized and high-level training opportunities found in the United States and many do not have the open spaces needed for intensive practice with modern weapons. In other cases, it is felt that today’s immersion of foreign soldiers in U.S. military doctrine and practices would pay dividends whenever they might be called to fight as partners in battle. Some believe that their temporary immersion in American culture leads to greater understanding and eventual promotion of democratic ideals abroad. On a narrower basis, it appears that local U.S. communities tend to welcome foreign military guest programs for perceived cultural and economic advantages.
Finally, there is some element of reciprocity involved in inviting foreign military units and personnel to the United States. For fifty years, the U.S. strategy of “forward presence” has resulted in large numbers of U.S. forces being stationed in many foreign nations — with their concurrence. For example, while Germany has approximately 2,500 military personnel in the United States, some 60,000 U.S. troops are currently stationed in Germany (see CRS Report 95-829, U.S. Military Dispositions: Fact Sheet, by Edward F. Bruner, updated April 13, 1998, 2 p.).
