Carnivore is a system implemented by the Federal Bureau of Investigation that is designed to monitor email and electronic communications across the global spectrum. It currently utilizes a customizable browser monitoring apparatus designed to act as a surveillance tool and targeting agent of individual user's Internet traffic/ previously visited site history. Carnivore was instituted into the technological framework of telecommunications/ computer software programming during the Clinton Administration with the approval of the Attorney General. In the year 2001, with the inundation of negative media coverage relevant to the systems principal denomination, Carnivore was christened with a new and less foreboding agnomen befitting its true purpose: DCS (Digital Collection System) 1000.
